I really dont know what type of plant this is but I shot it while hiking in the Santa Monica mountains on the Circle X trail.

The Hens and Chicks people are correct :-) It's a fairly prolific ground cover succulent

Echeveria. Very interesting how the smaller ones are budding in the middle. What confuses me are the thin dry branches stemming out from under the plant.

It is definitley Sempervivum aka hen and chicks. It is " Emerson's Giant".
