Nice shot! I'd guess the shutter speed to be long, 2 minutes or more based on the look of the water, the continuity and length of vehicle lights and it looks like it was shot at f/13 or higher (you can tell by the effect of the stationary points of light)...am I warm?

These types of shots were the reason I started coming to IFL in the first place. Wonderful composition, exposure, and color saturation. This image looks amazing on my 22 inch monitor, and is a keeper in my collection.
