no its smog... i've been there 3 times. i wish it would be fog...
beijing is just about 100 km away from mutianyu. wind from the south blows the smog from the city up to the mutianyu part.
i made many trips all the way from jiankou to mutianyu, some of them with sleepovers on the wall. its one of the most amazing landscapes ive seen in china when its good weather without smog.
